Instructions and links for downloading the form are at:

http://www.archives.gov/facilities/mo/st_louis/military_personnel_records/standard_form_180.html

You generally need to include some kind of proof of death or that you are related. The files have some personal information, but usually not much of genealogical value.

Service is very slow--often 3 to 6 months.

NOTE** Bear in mind that in the 1960's there was a fire at the National Personnel Records Center building in St Louis and some WWII records were destroyed.

Search the National Archives for WWII Dead and Missing from states and counties. Information from John Scroggins.

One little known NARA source of information about those killed or missing in WWII is the Army's "World War II Honor List of Dead and Missing Army and Army Air Forces Personnel." NARA has it online as unindexed graphic images of lists arranged by the state and county given upon enlistment. It shows name, service number, rank, and a status code. To access it, go to http://www.archives.gov/research_room/arc/wwii/army_aaf_honor_list/illinois.html .
